由于新能源机组投资费用高于水电、火电等常规机组
按照传统电源规划思路将限制新能源的规划发展.从发电厂的内部成本和外部成本入手讨论了电厂环境成本的评估方法
并基于环境成本对按发电厂优化的JASP模型进行改进
不仅计入传统的投资费用和运行费用
而且将环境成本加入了规划目标.这有利于将清洁环保的新能源纳入电源规划
同时也有利于节约不可再生能源
具有较好的环保节能效益.算例结果显示
随着环境成本的提高
规划的新能源机组容量逐步增加
建设时间也较早
政府可以通过设置合理的环境成本来调节新能源机组的建设.此项研究可为包含新能源机组的电源规划方案提供新的参考依据.
For the higher investment cost of new energy unit than thermal and hydro unit
new energy unit is detained by the traditional generation planning. The internal environment cost and external environment cost is combined to analyze the environment cost of new energy
then Jiaotong automatic system planning package(JASP)is improved on the basis of environment cost. The investment cost
operation cost and environment cost are simultaneously considered in the planning objective
which facilitates incorporating the new energy unit into the generation planning
and saving the non-renewable energy. Case studies show that high environment cost is able to increase planned capacity and accelerate the construction period of new energy unit. The government can set rational environment cost to adjust the construction process of new energy unit.
